They are probably meant to make intonation more precise. Sort of like a poor mang's version of True Temperament frets.

Yes, they are supposed to make the intonation more precise... as well as look cooler.
However, the bottom line is that on a set scale, none of the strings will ever intonate perfectly. If one was to make the intonation perfect just by adjusting the frets, it would not only look horrible but most likely play like shit to boot.

There are too many variables involved with string vibration, materials, and winds. So regardless of what frets, or no frets for that matter, you have you're not going to get it flawless. Get it close as you can and just play the damned thing.
